If the batteries were severely overcharged wouldn't the liquid be gone?

Assuming your charge controller overcharged your batteries rather than
just doing nothing and letting them sit discharged, there's not much you
can do. Sometimes very slow charging will revive batteries that have
been sitting discharged, but if they have been killed by overcharging I
don't think you can resurrect them.
