Still appears the 1 section diagrams are closer. 

looks like already there is a jumper on pins 10 to 11, apparently 
eliminating the time delay on the 1a relay

It feels to me like the fwd rev relay is getting switched but has no 
current to its contacts

There is no current draw according to the gauge

There's a GOOD reason for that. E-12 S &amp; E-15 AA to GA don't HAVE an 
RTN 
relay. The RTN functions are contained in the silicon skulduggery on 
Card #1.
