Or could it be a more sinister substance, such as the PCB insulant used in the OEM capacitors ? The aluminum case of the capacitor sometimes reacts poorly to the dirt that collects on the charger area, moisture, and the steel straps that hold it in place. Pinholes develop, PCBs leak out, and the aroma is both unforgettable and NOT good for you.

Without any more detail, like a description of the smell, I guess/wonder if
it's perhaps ozone?  Does it smell somewhat like it does after a strong
electrical storm?

Take it out and look. I'd guess a mouse nest or something. You just
remove the one screw on the front and pull it out. Oh, disconnect some
battery connects first.
