This seems to be a common misconception about the Landis..

It does NOT sense charge state and cut-off.

It senses DISCHARGE state and turns ON, then runs for 5 minutes and turns 
off. If the DISCHARGE state falls to 38.6(or whatever setpoint) then it 
turns back on for another 5 minute period.

That is how it is able to maintain the pack during periods of non-use; If 
it sensed charge state and cut off, it would not be able to do maintenance 
charges.
