That's why I'm keen on stripping off the paint and rust as much as possible, rather than just painting over it. I'll be painting POR 15 on first (at least on most surfaces), and don't want to have to deal with going through this trouble again in a few years due to rust poking back from underneath the paint. I borrowed a grinder with wire brush wheel from our machine shop last night to try out (instead of hand sanding or using a paint/rust stripping wheel attached to my power drill) - that works MUCH better. I'm now planning on unsing that for the easy to reach surfaces, and will try a chemical paint stripper for corners where I can't reach with the grinder.
