No, the amps flow thru all the batteries so each battery is getting 25A. The batteries are loads to the charger and they are in series. Series connected loads divide the available volts among them, but the amps is teh same thru all. Another way to think of it is in terms of actual power delivered to the battery stack. The 36V/25A charger is putting out 36*25 = 900 Watts - the 6 6V/4A chargers put out 6*6*4 = 144 Watts.
