The CC relay latches on itself to hold itself closed. It re-opens when 
either the brake/seat/interlocks go off, if you switch from fwd to rev, 
or if you engage speeds 5-8.

In mine, the contacts were simply not connecting properly. Clean and 
re-align the relay. Better yet get a real relay from Harold and install 
that.
