That's one of the hardest problems I know.  There is no easy solution.
With a disc, you wrap a chain over the top onto the axle.  The tiller
tines overlap too much.

Just wondering if anyone has rigged the tiller so that weeds don't get 
wrapped around the tine shaft  ?

I'm thinking of some kind of knife mounted on a post from the top cover 
that will lay parallel with the shaft - kinda shave 'em off (;-')
