Varistor is short for variable resistor.  It is a device that has a high 
resistance up to a designed voltage but when the voltage across it exceeds 
that rating its resistance drops to nearly zero.

The most common use to to shunt over voltage spike to ground.  Typical 
uses would be in surge suppressers for computer and phone equipment.

A capacitor is used to store a charge and is typically used to slow a 
voltage change.
