Hopefully you've found the problem by now,but if not:
You say you are getting Nominal 36V at leads 8 & 6. Are you measuring
directly on the motor armature studs? If so,and if there is voltage
there,the problem may well be in the field circuit. Move the speed control
forward:does the motor housing become magnetic? If not,check wires 62 &
22-01 right at the motor. These should measure Nominal 36 V.
If you are getting Nominal 36V at both the armature leads and the field
leads right before the leads go into the motor,you should probably suspect
internal motor problems such as brush(s) hung up,etc.
