The tines I bought at the local tractor supply (TSC) store, they 
where $0.80 each I think. 

Here is how I made it: screw tines to 2x6 with deck screws and a washer,
then thread a piece of left-over plastic pipe through the tine springs.
Secure the pipe with electrical conduit clamps. 

I used it to dethatch my lawn this fall before overseeding it. I ended up
having the tractor drive in LL on cruise control (rigged seat switch) and
stand on the dethatcher to get the tines farther into the earth. When doing
so two of the tines became loose (the deck screws couldn't hold them in
place)

What I would do different for the next version:
use a steel pipe instead of the plastic pipe and have the screws that
prevent 
the tines from tilting backwards go through the pipe and the wood.
