Yes, relays and contactors can be bench tested.

In general, you'd apply the 36 volts to the coil (small terminals) and here the click. An ohm meter connected across the load terminals (big terminals) should show it change from open (high resistance) to closed (low resistance). Now which terminal should be connected to which other terminal and when will depend on the particulars of the unit being tested.

In lieu of an ohm meter, you could use a battery and a light bulb to make a continuity tester to see which load terminal connects to which and when.
