Don't you have acess toa bench grinder, that's probably the easiest.
Just make sure that you don't heat to blade to where it turns blue.
Keep some water handy and dunk often.
Actually, any grinder will work (probably also a good metal file), some
just take longer.

BTW, make sure that each blade is balanced after being ground, off
balance makes the mower run funny.
