Not only can you test the tractor using the on board charger, you can run
the tractor.  Definitely NOT recommended.  If the batteries are totally 
shot
the non 36 V items, like lights and the lift will not work.

The guy I bought my E-15 from never had good batteries.  He mowed his lawn
using low gear and a long extension cord.  At first I didn't believe him,
but in order to demonstrate that the traction and mower motors worked he
mowed a section of his lawn while I watched.  It would mow adequately with
the transmission in L or LL, but not 1 or 2, and all 7 forward and all 3
reverse motor speeds worked while the mower was running.  He claimed he had
been doing that for about 2 years.
