If you have a tractor with a (Foot Feet), as we would say as a kid, you
need
to make sure it comes all the way back up. If it does not, take it apart,
clean with a rag, Please don't clean with WD 40, pull on the spring to make
it just a little longer. The pedal must come all the way up to start in 1st
speed.

I'll chime in here for the first time - I have W.H. C-185 and had a similar
problem (which I think is back) and the problem was a broken centrifugal
switch in the drive motor - when the motor hits a certain rpm the switch
kicks in and jumps it up to the next speed. Hope this helps!
