Yeah, that's the thought: If one of the relays are stuck, the system might
be engaging the 1a and 1f/2f--1r/2r contactors (assuming it's an E10/12/20)
but not engaging the field current.
Since I don't have the diagrams with me, I am not sure if this is a
possible
thing. Still, I'd say check all the relay points; one might be sticking.
