Several failures could cause your problem.  I'd say the best course of 
action is to get the Homeowner's Service Manual and follow the excellent 
troubleshooting flowcharts there.  You'll need an inexpensive multimeter 
or DMM (digital multimeter) to carry out the instructions -- you can get 
one from Radio Shack.
