Marty, have you checked the voltage (using a voltmeter) under a load ?
Also, 37 volts sounds low, try checking if the magneto-restrictive
capacitor on the charger is good. If no other way, check the voltage
with it disconnected and also connected, should be a couple of volts
higher connected.
