Yes, I've had the problem... to the point of the steering wheel spinning
without turning the wheels.

On my E12M the horizonal shaft's gear (knuckle gear?) had loosened up and
slid towards the front.  My fix was to pound (carefully with some wood) the
knuckle gear back and put a clamp (pipe clamp - U shaped bolt w/cradle)
directly on the horizonal shaft.  Doing this will increase tension and wear
behind the knuckle gear and you may need to shim that area up with a couple
of washers and a good strong retainer.  A cotter key won't be strong 
enough.
I've used nails.  They last about a season, but I do need to find something
stronger.  They would probably last longer if I lubricated that area with
some grease.

I haven't seen much talk on here lately about Bill Gunn and Technical
Service & Parts.  What's the status?  Did anyone decide to take over
stewardship of our beloved parts?
