The microswitch that is actuated by moving the lever into the reverse
range is not terribly reliable. The first thing to check is whether
there is a click from the relay when you move the switch between
forward neutral and reverse neutral. Presumably there isn't, and the
next thing to check is whether current is getting to the appropriate
tab on the controller board. If not, take the microswitch off the
back of the panel that holds the throttle, and see if it is working at
all.
