That switch is normally open, momentary contact. Its purpose is to bypass the centrifugal switch in the drive motor.
 
On my EGT-120 the switch went bad in the motor so I just bypassed the cruise control switch. I have to be careful when I start so that all the speeds start in sequence - but I get my lawn mowed.

Looks like someone had taken apart my cruise control switch for an E20 and
lost some parts. Does anyone have a cruise control switch? Does anyone know
if the cruise control switch is normally open or normally closed?
