  No, the bells in Texarkana are at First Presbyterian. They're small, so 
I don't think the sound carries far.

It seems like Fr Welch’s last day will be in January, while Fr Anderson
won’t be arriving until February, so perhaps we can arrange something for
both.

Is St James Church where the bells are in Texarkana? It could be that Fr
Anderson is actually familiar with change ringing!
