Thanks, Ben.  I updated everything, I hope, with the bapc.admin address.

I've made some quick changes to BAPC_USER_GUIDE.html on cosmos.  We
should make them, or something similar, in the official Markdown file.
I changed the posting day from Friday to Thursday.  I removed a lot of
conditionals of the form of "if your list administrator has configured
it".  Let's just tell people what we are doing.  If we want to do
something else, we can change the docs.  And I put the posting address
at the top, instead of saying it is in the digest.

If it's OK with you, I can just edit the Markdown and send it to you.

I'm going to send the message to the list now.  We can work on further
details later.
